Off center bushing

Just brought my used Quigley van home and I have a small concern:

The right upper control arm on the front axle appears to be offset outboard on the bushing, and there may be light contact between the arm's bushing mount sleeve and the bracket mounted to the frame. Presuming that the bushings are press fit in the arms, shouldn't it be centered?
