Can you identify these fender flares?

I was perusing Craigslist and came across this van:

I've never seen flares like that for an E-series, any idea who made them, or what they are? Seeing the notch for the small door behind the left/rear wheel makes me think they're one-offs, but maybe not?

My vote says one-off (An internet search was fruitless), possibly adapted from something designed for the F-series (They seem to like the aesthetics of having a bolt every two inches screwed into their truck... )

All else fails, bounce the guy an email/text? In the past when I have reached out to others selling 4x4 vans, most have been straight up about what's what, where it came from, etc. I realize that a lot of sellers probably don't want to get spammed with those kinds of requests, but I haven't had anyone tell me to go take a long walk off a short pier, yet.

I think that's the same van showed up for sale in January. Thinking it might be a Javier/Northern Baja 4x4 build. The sellers said in orig post it was done in Mexico (if its the same van). Flares look like other builds attributed to him.

Many people are dog people. I am not a dog person. The sprawled dog is a major turn off for me as well. I can't imagine the smell of that lower bed. Or the dryness of the differentials if it was a Javier build.
