The van uses both water temp and throttle position to determine when to turn on the fan.
Frequently above 190 and always above 215 I can make the fan come on and go off by changing the throttle. It was worrisome at first, but now I just tell myself that it is working correctly.

It appears you engine is de-rating...possibly from a false partial overheat. Check our your overflow bottle for low coolant or replace the temp sensor.
Of course...I could be wrong

It sounds like, from other post, the fan does come on alot.
When the fans on full it seems like I lose 40 horsepower.
I still want to take off the front bumper and see what happens...
I thought of a hood scoop, but I think it might let in too much water.. I put louvers in the hood and on the side front fenders. I also put a scoop under the bumper.

Did you put the louvers in yourself? Some sort of puch or technique? I saw louvers on a GTRV van that had a cummings diesel in it, and they were not the typical "cut a rectangular hole and mount a louver plate over it"
