Anyone familiar with DrawTites Activator II?

I like to think of myself as a self taught mechanic of sorts---I have had to learn as I go. That said, there is what seems to be some sort of leveler for towing mounted under my steering wheel. It is made by the hitch/trailer company DrawTite, and it says Activator II on it. I think it is for leveling out whatever you are pulling behind the van, but I don't understand when that would be necessary---except maybe for extremely heavy loads. Essentially, I just want to understand exactly what the thing does for my own sanity!!! I have had my van over two years and this has eluded me the entire time!!! Thanks in advance to anyone who has any kind of answers.....
