Apparently you are "Flat Towing" the Jeep with a cheap tow bar (Your Words). Not a good or safe situation. I am not surprised the Jeep sways even though it really should not. Look at the angle of the tow bar in relation to the hitch ball on the van and the front bumper tow bar connection on the Jeep. Parallel to the ground is best.

Many states now require a braking system that is activated by the towing vehicle be installed on flat towed vehicles. These brake systems can also be expensive. Might want to check with your local DMV.

A good and proper tow bar set up by itself can be expensive. My experience is that a GOOD tow bar setup itself will make a huge difference in stability and control when "Flat Towing" a "TOAD".
