ExpeditionNW, this is news to me. Can you give the years you're meaning by older vs. newer? I'd really like to know if there's something I've missed.

I know specifically 1992-1995 is different than 1997-1999. I know 1999 is same as 04, so im assuming 1997 to current is applicable.

Its entirely possible reunel made a mounting plate with both patterns. If not, it would only be a matter of drilling some holes to make it fit your 95.

I am not sure if it will fit the older style or not. I guess that is a question for runel. The bumper is still available and I would like to move it sooner than later.

I had one of these bumpers on my 99 and I ran a hitch mounted moto rack. I had to lean the bike away from the van to load it but once it was up on the rack it was fine.

I used a cargo rack but modified the rack to have a longer tube. you might be able to make it work or possibly buy an extension tube to make it work.
