Just wanted to add that the van I'm looking for needs to be a 50 state emission compliant (CA Smog equipments). Good thing is the 97 diesel is exempt

Why? Used vehicles with more than 7500 miles can be registered in CA, or at least that was the rule a few years ago.

Pretty much all vehicles will pass the sniffer test for CA smog. It's the visual that will bite you. As Herb said above, as long as its used and has more than 7500 miles, you can register it in CA with no issues. Just make sure it has whatever oem systems that need to be there.

It still needs to pass smog. If it doesn't have CA Smog equp, it won't pass.

Not true. I lived in CA most of my life. While living there I bought:

1) a 1985 FJ60 with a Chevy 350 V8 out of Washington state, went through the CA smog referee and got it registered in CA, and passed subsequent smog tests.

2) a 2005 VW Passat diesel in Washington state, brought it to CA and registered it, and later passed smog with it in CA. The 2005 Passat TDI was never sold new in CA.

3) a 2001 Ford Excursion 7.3L diesel. Passed smog inspection each and every time.

All these vehicles had their proper, original smog equipment, and none of these vehicles were originally sold in CA or had CA-specific smog equipment.

Last time I took my van in for a smog test (January) there was no tail pipe sniffing or dyno....just the OBDII connector. The smog guy checked for OEM catalytic converters (WTF??) and said the analyzer is looking at the O2 sensors, MAP, etc sensors....

If all the feedback sensors are within spec (particularly O2 according to the guy) and the cats are working, CA assumes that you are good for smog...

I have no idea if he was telling me a bunch of bull****.........
