Here's another one I came across....

I'm not sure if the solar puts it over your height limit and it's not exactly located in the west (St. Louis), but it looks like a pretty clean low mileage van that might check your boxes. I think it's a bit overpriced so I think there's room to get it down to well within your max budget.
