I've always heard it is because of commercial trucking. Gas usage is price dependent, while diesel consumption is price independent.
While higher gas prices cause consumers to drive less, most commercial trucking will continue and they will simply pass the higher costs on. So, the higher demand for limited diesel means higher diesel prices.
Not so in Europe. They use a different method to distill fuel from crude and get much more diesel per gallon of crude. And the governments tax diesel at a much lower rate. Our governments would never give diesel users (mostly businesses) a tax break.
