Yeah I don't doubt that. In my district they own a major percentage of the Tuolumne River run off with a large reservoir in place. It's in a co-op with the Turlock and Modesto Irrigation Districts plus the City Of San Fransisco. An act of congress guaranteed the rights in the early years. Still the state is reaching out to control water that was always considered as private. It's a new world.
