We will have two dogs with us and love to have them off-leash when possible. Some snow is fine but we'd prefer not to spend the whole time buried and freezing. Hot springs are major bonus points.

How about a day touring pot farms, You wouldn’t have to drive far and I hear they have medicinal dog food for pups with ailments?
Alvord (dry) lake has hot springs (south-eastern Oregon) and a small campground, that offer both day use and overnight. I've been there in July. But that's more like 10hrs drive. There are several riverside hot springs east of Redding, CA
Hard to beat the southern OR coast. And it's relatively empty that time of year. Maybe a day at Jed Smith in NorCal, then one of the state parks north of there (you can drive on the beach at Pt Blanco). Cape Perpetua, then up into the dunes area. And maybe then east to I5 and back south via 199.
