Probably to keep the ones you're not using safe and out of the way while you're shooting.

Gun Rests
Thank you Jage ,
The rests are for Fly Rods and Long guns when you take a break in your given activity as Joanna suggested , and do not want to put these items away . This is especially helpful while shooting Sporting Clays , Dove hunting
or taking a break Stream or Lakeside . I am still trying to learn the in's and out's of posting photograph's and thought that I had finally succeeded Jage

Would the guns be safer facing downward? And no where near the gas tank?

My brother did this to a really nice 16-gauge when we were kids.

They look like Beretta's. I shoot a Beretta 682 gold E, with a carrier barrel and a full tube set for the sub gauges. Lots of skeet (as you can tell by the tubes) and some sporting clays.
(Marty, you need to get out and shoot more)

Gun Rest placement
This rod/gun rest can be placed anywhere on the van that is steel by means of a Chamois covered 200 pound Magnet . and as Jage mentioned you should never place the barrel's into the dirt , as the possibility of obstructions make for a very sad day afield . The Shotguns shown are a Perrrazi SCO Extra 12 ga. , A Berretta EE LL Extra .410/28 ga. and a Filli Rizzini 28ga. all with interchangeable choke tubes and custom fitted stock's . As far as fears of fuel tank placement my tank is on the opposite side of the Van .
