I've got Hella 500's wired up to where they can only come one with my brights. I've never had a problem with the law, even when I passed a sheriff who pulled someone over and I forgot to put them on dim.
Believe me, that won't happen with the 4000 ralley lights. But if you drive real fast after passing him you might have time to get away before his vision comes back

I think I would hook the yellow wire to 12v switched instead of the parking lamps so you can power the lights in "low" or parking anytime. I find it handy to have some low light around camp, something that doesn't blind the neighbors 5 miles away, etc.
