"Street Legal" Lights Up Front - What Makes Them So?

Can you clarify what constitutes "street legal" and what does not? I realize this is most likely a state-specific question and that each state's DMV may be the source, but please offer some clarification. Number of exposed lights, height of lights, etc. all play into the equation. And specific to this post, is the (very nice) addition of the Baja Designs cornering lights installed in the side of the Aluminess bumper considered "street legal"?

All the Baja Designs stuff are strictly for off road use otherwise it's not usable light for higher speeds and long range applications. They offer dimmer kits for street use. The wide cornering option is for near field lighting and spreads the optics out quite a bit. On the XL Sports I use for fogs I've never been flashed. As for the S2 Pros I have mounted in the bumper they are angled down by the slant of the bumper so don't project out that far. Just enough to see the road shoulder to see wildlife or other objects out the driver or passenger side window. They are aimed low enough that they'd never be an issue on the street but still not street legal.

Also know that in some states, like CA, off road lights need to be covered up by opaque covers when on the vehicle is on the street.
