Yes, I had similar symptoms. Check the AC compressor.

-Yes, rear Starcool installed by PO in 2007.
-It works great but as stated above both units need to be on since they are connected with through flowing refridgerant.
-I've replaced the AC compressor and orifice tubes twice. Condensor as well.
AC repairs can be costly but there's no lack of qualified AC shops in Arizona. If it were me I'd pay up for the compressor. Big box store remans are not worth the warranty when they crap out within a year or two.

My Starcool III has been the single most irritant in my build. I firmly believe SMB west installed it on Beer-thirty on a Friday, and came back in on Monday and were not sure where they left off. Between loose wires, loose fittings it has caused a lot of issues over the years. Most shops just don't want to look at it, I've have had numerous leaks over the years, The last one Ford couldn't find and always said it pressure tested. I actually pointed out the fitting that was leaking and they said they couldn't find the part. I sent pictures to Danhard and they said there were two fittings they used in the design, neither of which they stocked anymore. The last thing they told me is they were asking engineers.
So I guess if someone has one a now working one, and needs to part it out I would be interested. I agree that from the schematics and diagrams it does not look that complicated.

I also have a 1995 Dodge, but I have the opposite problem. The dash AC will work, but the Starcool system in the back will not work on its own. I hear it ticking and cycling but have not been able to get it to engage as it should when plugged into shore power. It is my understanding that the systems are connected, though.

Did you replace the compressor or Condensor that is in the rear under the van? I have been trying to figure out where to get parts for my Starcool III and made a post but haven't had any luck. Might have to go aftermarket which is fine but im not sure what will work or fit. Danhard doesn't make anything anymore and Sportsmobile wasn't any help.....

I removed my Starcool (2008) Austin build as I really did not need it and could use the space.. It was the 60-2040 newer design (from Starcool) that is independent from the van AC. There were a series of issues, but the fan motors were frozen due to exposure to debris, salts (radiator behind front wheel)and had leaked. It went to a repair savvy person and is probably cooling their vehicle. In any case attached is the Danhard "sheet" on it if it helps someone with their diagnosis.

Are you sure about the capacity being 4.5 lbs? My 2005 Starcool uses 45 OUNCES. I even called SMB Texas to confirm as I've had trouble with my system, too.

Yes, I went through this a few years ago. I had to replace the Parker Solenoid Valve (under hood) and the orifice tube was a bit gummed up.
I've also replaced the Starcool A/C fan underneath the van two or three times. It guts rusty and locks up.

Thanks for that info!
I do not have that sticker on my 2005 Ford, there was just some scribbling that said 45, which is why I called SMB and they specifically said ounces. I'm guessing there was a misunderstanding somewhere along the way.
