Program Keyless Entry Fobs on 1995 Ford E250

Before going under the dash, I decided to see if my van had the keyless entry module. I believe I read somewhere that it is located near the driver's seat belt mechanism. I pulled that cover off and found no module, only a terminated connector (>5 terminals).

Is this the location for the keyless entry module in the 1995 Ford E250? If so, I quess I am in the same boat as Brian and need to look into getting one.
