Rear map lights not working

The map lights in the second and third row do not turn on when using the switch on the light fixture. They all turn on when I twist the headlight switch.

Anyone have an idea as to why the switches at the light won't work? I'd like to turn on the light in the second row only so I can have some light for my daughter without having to light up the whole van.

Garage
I think that's the way they are wired, like the stock courtesy lights. It's weird. The light switch and the headlight switch are a confusing mess.
