I believe only an approved converter that is a member of RVIA and builds to their codes can have a certified RVIA RV.

That's different from having a van certified as an RV for titling purposes. When I titled my SMB here in Pennsylvania from out of state, where it was originally titled as a truck, I had to show/prove that it had certain attributes, like a water system, cooking appliance, sleeping space, etc. My van is insured as an RV (Erie Insurance) and I don't recall them asking me for any proof.

Right, each state might be different and yes, RVIA is only for manufacturers, not necessary for what you're looking to do, I just gathered info for a project van, DMV gave me a sheet, to qualify for motor home status, at least in CO....
1. Vehicle has to contain 4 of the following permanently installed independent life support systems-cooking, refrigeration, self-contained toilet, heating and/or AC, potable water system, separate 110-125 V electrical power supply and/or LP gas supply.
2. DR 2444 statement of fact sheet (a blank piece of paper listing all related modifications to the vehicle)
3. A certified weight slip (from a location with a certified scale). Can be found at sanitation/waste facility, landscape material facility.....
4. DR 2698 verification of VIN (done at DMV)
