You should need only the steering wheel and controls along with the correct clock spring. Once those are installed someone with FORScan software or the dealership can address and instruct the PCM to allow Vehicle Speed Control to work with those other components.
Since 2005 E-Series have had the CAN-bus network installed which makes additions like this somewhat easier than earlier years where the necessary wiring was not part of the original build. VSC is now part of the electric throttle body system.
