What a bummer that Crow got a hold of it.

Edit: Also whoever picked that interior color.

So are all CROW conversions junk? Are the problems with the conversion fixable? Is it possible to do a SMB 4x4 conversion or Quigley conversion and replace it? Is it necessary. I have done some research on CROW, but find it difficult to find first hand experience with the problems. Thanks!

From what I've read, they have gotten a little bit better but worth a very thorough inspection. I'm fairly confident that SMB will not remove an existing conversion and install their own. I know for a fact that Quigley wont. Ujoint does and maybe Agile will. But why pay the premium for a 4x4 van only to put the same amount of money to fix it? You're better off finding a clean 2wd van and converting it.

Any one know someone in Southern California that could inspect the 4x4 on this van and pronounce it sound or crap?

Agile and 4Wheel parts come to mind immediately. There should be plenty of others too as Southern Calif is the center of the world when it comes to off roading.
