This might be the best deal on CL right now (for a van). AWD cargo van with windows installed and a SMB pop top. Only 60k miles and a blank slate for your own build.

And Syracuse is SERIOUS rust belt. But don't assume all eastern vans are rust buckets. I have a 98 Ford with no rust at all (it was from North Carolina) and has never been driven in the winter since I've owned it the past five years.

BTW, this van is sold, although the ad is still up. Just called on it out of curiosity. Somebody in Massachusetts bought it. Anyone here?
