Ad shows $22,000.00 OBO. Does the 13/18 mpg figures suggest a 4.6?

What do I think? I think it needs a 4x4 conversion and smb interior build

The baby blue fender flares alone are worth the $22k asking price. Consider the artwork a free bonus.

Is that the coffee maker stored UNDER the crapper? Not sure I'd make that same choice.

More importantly, is that a coffee stain on the cabinet door? Or...

Book is around $19k on that van. Not sure the extras add up to $3k more, but if you want a high top to start a build with maybe it would be worth it. I think most anyone would tear out the home build parts and start again (and paint the blue fender extensions black!).
