In VA the annual safety inspection switched from going in the middle of the windshield to the drivers side approx two to three years back. So if it's in the the center that's a dead give away that it hasn't been on the road in awhile. But it doesn't look like it has any sticker so who knows. Also for most vehicles in VA the emmisions inspection is required to renew your tags but that particular diesel would be exempt so it's possible to keep renewing the tags without the vehicle working.

If I had the room to do the swap (which I don't) - and it actually runs well (appears to be suspect) - I'd be tempted to buy that just to swap the engine into my van. It would probably be cheaper than adding a turbo kit to the current IDI.
