Interesting. Looks like it had life as a commercial truck. Also, I can't figure out what the big handle under the steering column is for (mechanical locker?). I'd inspect thoroughly for rust given the pic of the underside.

Handle is a brake-line lock.

Done all of the time. Not legal in CA as the primary parking brake, but can be used.

They are great for winching. Not great as a parking brake because pressure will go down on cool nights, and even the smallest leak will cause it to lose pressure eventually. I decided against putting one in the van because a quick-clamp works really well in the vans, and are inexpensive. You can flip that dead foot from one end to the other to make a spreader. FWIW the harbor freight one I bought did not last long. These ones are much better:
