Discounted used Kyocera KD210GX-LP solar panels

Do you have a charge controller?... I was thinking this was too much for the Blue Sky 2000e but:

looks like the max spec.
I got something around 27volts just attaching my voltmeter to my Kyocera 185w while in my pickup bed- not sure how relevant that is, or how to test exactly if the panel is working. Let us know!

I will be using the Morningstar SunSaver MPPT Solar Charge Controller. It has the capability of converting 36v, 24v to 12v. I am not real savvy with solar systems, but have done a lot of research online. Here goes:
First, be careful PV is live voltage.
To check the open circuit voltage (VOC): face the panel South, multimeter on dc volts 200v setting, hold the leads on the +/- terminals -should read the open circuit voltage per panel specifications, or close depending on the tilt angle and amount of sun.
To test the short circuit voltage (ISC): turn the panel facing North (to avoid sparks since you can't turn the panel off), multimeter on DC amps 10 amps setting, hold the leads on the +/- terminals and rotate panel facing back to South -should read the short circuit current per panel specifications.
To test the diodes: multimeter on diode setting ->-, hold the leads on the +/- terminals (stripe side is the negative), you should get a reading, switch the leads and there should be no reading.
To test panel for wattage output: the panel must be under load, for example powering a 12v light, test for amps and volts, watts = volts x amps, depending on sun light (level W/m2) you should see close to the wattage indicated per panel specifications.
Hope this helps...hope its right! Anyway panels are in San Diego, not sure if he is willing to ship or not. The story is that the panels were warrantied out because the diodes blew after a lightening strike. The diodes have been replaced and panels tested good. The warranty was transferred to the new panels, therefore Kyocera will not honor the warranty on these used panels. Panels generally are under warranty for 20 years. I feel confident with the purchase.

On the output testing, depending on the rating on the panel, (210W for example) you would need to load test with (4) 50w bulbs to try to get close to the rating of the panel to determine if the output reaches the max.
Anyone have a simpler test?

From the charge controller, connect up a partially discharged battery and measure the current and voltage. Multiply current times voltage to get power (watts).
