Gas filler Tube

Can some tell me if there is supposed to be a metal flap at the gas nozzle filler tube? I am getting an error code that there is evaporative emissions issue (P0456). Likely culprit, I suppose, is the gas cap--- but I have a separate dummy light for that.

I have a 2011 E250.

There is a flap on every van I've ever seen, but I haven't been around many quite as new as yours. The really new Fords I've been around (cars not vans) don't even have a gas cap anymore, just a door with a rubber seal around it, which makes very little sense to me. Is the van running fine otherwise?

Before I had a Scan Gauge, I once got a Check Engine light which turned out to be cracked filler pipe where the gas cap screws on.

Van runs fine. I am going to try a new cap and see if that does it... but I feel like there should be a metal flap --- although I never really paid attention before.
