V10 - dipstick tube replacement (stuck)

There are two bolts that hold the dipstick tube to the block/pulley bracket, but mine is pretty well seized where it pushes down into the block. I saw some threads on Ford Trucks forums about this being pretty common, but a lot of people wind up dropping the pan.

Pretty hard to get in there with the oil filter in place, and I just can't seem to get a good purchase on it. I've applied some Liquid Wrench, but short of just cutting through it with a Dremel, and then reefing on it with pliers, I can't think of a good way to get it out without putting a whole bunch of shavings down into the pan, or dropping the pan to tap it out.

Any ideas? (I need to replace it because it is rusted inside and the dip stick won't fit in it, before long it will rust around the bottom too, which is pretty common on the F trucks)
