Generally no, except for the '07+ e150s and E350 RB wagons. E350 EB wagons and all E350 cargo vans have a heavier frame. Earlier e150s had even smaller frame rails.
Basically, the frame splits are: below 8500, 8500-8800, 9000-14,050 and 14,500 GVWR.

If you are referring to the 1997-2008 dash as the "older dash," then I believe that is normal. As I understand it, the 2008 E-Series got the new front clip and suspension components, but the dash/interior stayed the same; then in 2009 the new dash/seats/etc. came along.
An '08 would be an 8500-8600 GVWR van. I would not be at all concerned about chassis strength. Also being a 150 means you get 35-spline axles which makes lockers much easier to find.
