Hi Scott,
I always try to refill my propane tank when it is down around 1/4 full. I don't think there are any issues with letting it get empty though.
I put this thermostat in mine. It is battery operated and works great.

Letting the tank run down to atmospheric pressure risks air entering the tank. This can get bad enough to interfere with combustion. Purging the tank is the next step.

The best bet is to close the valve immediately on running out and filling it right back up with propane.

We were smelling these whiffs while the van was parked in the driveway with everything shut down, LP valves closed, and cold for days.

If you can smell propane inside the rig, that's important. Outside, not so much. Use a spray bottle to check all the fittings, but it could also be vents / pressure relief valves / the regulator.

Assuming you mean the main valve at the tank. Seems unlikely that what you were smelling was coming from the main tank- probably some residual propane still out in the system. If you wanted to confirm this, you could close the main valve to stop any new propane going into the system. Then open everything (outdoors, in a safe manner) and release any remaining gas in the system past the tank. I would bet that you would not smell anything after that under the typical circumstances (cold temps, etc).
