Thanks for further input. Not sure what "new packing" or "re-packing" it means, but maybe it will be obvious once I pull it apart.

The valve stem is likely sealed with some form of soft rope, teflon etc (packing) material wound around the stem. The nut is then snugged down thereby compressing the material against the stem forming a seal, I don't know exactly how that particular valve seals, but it sure looks like it uses some form of packing.
