On my 2008 both the belt retractors and the seat belt buckles connect to the air bag system.
I am not sure exactly when they buckle pyrotechnics started but I think it was about 2002 or so.

1997 I believe. You are correct about the "retractor". The explosive device is called the "pre-tensioner". They are very effective, without really any consequence. Until recently, only luxury cars got them.
