I only turn on my water pump when I'm actually using my sink so this may have been happening before and I'm just noticing it now.
Last week when I was out I noticed that when the water pump was on and the water was off about every 15 seconds the water pump would give a little kick. No water comes out of the faucet when this happens and I've tried tightening everything but its almost like the pump is being triggered into periodic mis-fires... Is this normal?
Otherwise, you are losing pressure somewhere. Does your faucet drip?

Mine does it too but more like every 5-10 minutes. I only hear it late at night when it's really quiet. There must a small amount of pressure being lost somewhere but there's no drip. It just reminds me to shut it off when I hear it. Your's is happening much more frequently. I say put some soapy water around the joints to find out where it's happening.
I recommend tracking down and fixing your small leak now -- before it becomes a big leak while on the road (resulting in emergency plumbing repairs, as experienced on my last big trip).

Agreed -- my pump cycles about every 10-15 minutes. At 15 seconds, I'd definitely start looking for a leak. It's also possible that the check valve internal to the pump (which prevents water from running back through the pump) is leaking. If that's the case, the up side is that you're not leaking water on the floor, but you'll need to replace or rebuild the pump.
I've had two of the gray plastic "fill tank shut off valves" develop minor leaks after my initial winterizing attempts and subsequent freezing. Whatever they are, they're junk and can't take the least bit of cold (in my opinion) so I switched to brass and upped my winterizing game.
