Troubleshooting Cigarette lighter issues... e250 07'

While using my multimeter I currently pull 10.5+ DCv, I have replaced my both fuses for both the cigarette lighter & the 12v outlet.

But I am not pulling enough power though.
Do I need to replace the wiring kit?

if yes;
- has anyone completed this, or know a resource that can help me with this?
- Is it possible its just a plug and play option after I remove the dashboard?

If no;
- Any ideas what I should try next?
- other reasons why I am not pulling enough power though?

What is your voltage directly off your battery? Is that 10.5dcv with the van running or not?

What your seeing is an excessive voltage drop most likely due to either low battery voltage, or a bad connection with high resistance. Using a voltage meter, measure the voltage at the battery terminals. From there move to the fuse for that circuit. One side of the meter goes to a known good ground, then test either side of the fuse by touching the little exposed metal tab on either side of the top of the fuse. If the voltage between the hot side of the fuse and the load side of the fuse is adequate, you need a wiring diagram to determine what wire runs to the outlet, and where it is located. It's likely that continued use of the lighter has overheated a connection, causing increased resistance and the voltage drop you are seeing. That voltage drop will only increase when you apply a load.

It may also be your battery is shot if it’s the original from ‘07. Has the house battery been replaced since ‘07? Most likely you’ve got a 4D mounted on the rail, a pita to access. If you replace, go with a quality AGM, lifeline or east penn(deka)-they are also private labeled available at batteries plus.
