What your seeing is an excessive voltage drop most likely due to either low battery voltage, or a bad connection with high resistance. Using a voltage meter, measure the voltage at the battery terminals. From there move to the fuse for that circuit. One side of the meter goes to a known good ground, then test either side of the fuse by touching the little exposed metal tab on either side of the top of the fuse. If the voltage between the hot side of the fuse and the load side of the fuse is adequate, you need a wiring diagram to determine what wire runs to the outlet, and where it is located. It's likely that continued use of the lighter has overheated a connection, causing increased resistance and the voltage drop you are seeing. That voltage drop will only increase when you apply a load.
