Adjusting the parking Brake on a E-350

My parking brake goes all the way to the end of it's travel and I don't think it's as tight as I would like it to be. How do I adjust it?

Jacking up the van to adjust the brake? I just want to shorten the cable. What kinda moron came up with that? Must be the same ford guy asking for a bailout!

I have yet to figure out how to shorten the cable, but I "spun the star nuts" to snug up the parking brakes and it is better. My first attempt I tightened them too much and could feel them dragging while driving (proper way would have been to jack up the van to check the brake drag, but wasn't that motivated at the moment). I backed them off and all is fine, but still wish I didn't have to push the peddle so far.

Let me know if you figure out how to shorten the cable.
