I went with the Zoleo satellite communicator. It was cheaper than the Garmin and according to reviews easier to use. I've had it for a couple months and it seems to work well.

Update: van is found! I just heard from the Portland Police bureau that they located the van. I'll post more as I learn more but the good news is it's found and I'll be getting my van back!
