Those open ended lines are the same elevation or lower even than the aerotank top. It therefore stands to reason that theyd see fuel spillage given the right scenario... Id say get rid of them and...

I had the same deal on my factory 1999 7.3. That funky Y configuration is the OEM tank vent lines. Mine were deadhead too. Im guessing the CA version had a charcoal can back there or something.
