Yes, you can shoot in that area.

FWIW, there is also a semi-developed target shooting area off one of the USFS roads close to the geothermal power plant. Probably only 2-3 miles away from hot...

Not sure about hot creek area, but on USFS and DWP land around the upper owens both hunting and shooting are permitted. I think the law requires you to be at least 100 feet from existing roads. ...
