Duct tape and cardboard to test - doubt you will see much improvement, but worth a try.

I don't know, depends how important it is to someone. Possibably removable ground effect air dams like the big Tractor Trailer guys use.

The greatest Aero Drag on a vehicle is under the vehicle. Our 4X4 lifted SMBs have a tremendous amount of Areo Drag under the chassis.

Reduce Aero Drag would be the best thing you could do as others have suggested. Just that rack alone is costing you gas mileage - add all the stuff on it and it is huge. Slowing down reduces Aero...
