Also, it won't balance if there is more in the front than in the rear.. The rear will keep itself balanced with the front if it has more or equal, but won't pump any fuel into the front if the rear...

Depending on the pump the rear can be tricky. The routing used to go from the filler neck door to the rear tank has a couple hard bends, so it can back up and splash causing the pump to shut off.
