I don't think it is a clutch type fan. It is an electrical fan controlled by the engine computer. And it should be sensitive to the water temps you see.

From my ScanGauge, our fan starts to come on around 215. By 220-225 it is on full roar. And the temps drop very quickly also, and the fan slows down, but stays on slow for quite awhile. And there is...

Like any other computer controlled piece of equipment, sometimes non-critcal functions lock up. Did you try turning off the ignition and restarting the van? Did that help or not?
