I had the same problem to overcome a couple of years ago.
It seemed there was no convenient place that I could both store and keep safe our fishing rods.
We ended up with a LARGE PVC pipe (6 inches I think) and a Contractors locking lid (that was the hard piece to find).
This provides space for at least a half dozen rods, and I think more. It provides protection and security.
The pipe is mounted on the PHT with a multi-use Yakima mount that is perfect for a round tube.
If you need photos, I can find or get some, and I might even be able to find the lockable contractors lid provider.
This solution has worked great for us.
