Underfloor bracket-need help identifying

I need help determining what the bracket in the linked photo is.

I need to cut about an inch off of it (cutting the long side) to fit a box I have had made for underfloor storage. The bracket is on one side of the van, and not the other. It looks like ti holds the floor to the crossbeam but I would have expected one on each side. Can I cut it? Will the back of my van fall off? Can I compensate with a big bolt or two through the remaining part? What are those weird plastic knobs where nuts ought to be?

Any help appreciated. I should have measured more carefully.

They are to mount the seats from the factory. The nut looking thing is metal and would get tapped for the seat bolts. If you had a cargo van they would typically not be there....

Thanks. I never would have figured that out on my own. This thing started life as a SMB so I don't know if they started with cargo vans or not back in 1995.
