Seats - Bolting to floor

Hello all!!

I'm in the process of working on my '09 Chevy Express 2500 Cargo Van.. I got front captain chairs out of a Ford Explorer that have the seat belts built in to them. Real nice.. but I have a few questions..

First, my van is a cargo so there's no seat holes or mounts. If I were to drill holes in the flooring, what kind of backing would be suffice under the floor pan?? Are we talking say a piece of steel or something more elaborate that needs to be welded to the frame?

Next, if I do put these seats in the cargo van, are there issues with vehicle inspections ?? Would the van then be reclassified or fail because of these rear seats?

I know I should of asked these questions before working on my smb but...... here I am!

I recently secured a full size Snap On tool box to the floor of my E250. I first routed a pocket slightly larger than the box's base in the 3/4" plywood floor before bolting it place. This photo shows how using a piece of 1.5" x 1.5" x 3/16" aluminum L to span and capture two strong points of the van's floor system:



Were I doing this with seats I'd use maybe a 2" equal length leg piece, perhaps no thinner than 1/4" to similarly capture the stronger parts of the floor.

BTW the threaded rod shown is 7/16" diameter hardened, B7 grade (although I have no idea what that spec means.)
