I was down in Virginia and North Carolina this weekend, and happened to drive by the home of the "Grave Digger" monster truck. They offer visitors rides on a test track next door, using this modified Ford E-van:

Well, NC does: http://www.ncdot.gov/
And, apparently, so does TN: http://www.tdot.state.tn.us/
But, to your (pedantic :-) point, maybe "DMV" is more appropriate here on the east coast.

Actually, I was just kidding about the fact that it's more or less nonexistent here. No inspection, and judging by the crap I see rolling down the road the authorities don't really care.

I'm sure that roll cage is safe and engineered to support the weight of the whole chassis...

I used to pass one of these attractions on a work run I had. They didn't drive the thing over about 5 miles per hour. They have about a 2 acre lot with a few bumps, and by that I mean bumps. Maybe 3 foot hills they would drive over at 5 miles per hour. I don't get it. Probably $20 or more for a 5 minute ride. Who would pay for this and/or consider it entertaining? Your point is a good one but they are never gonna flip one of those things as slow as they go.
