Solved.

I ordered the Hawk HB302Y.700 LTS pads and installed them today. I now have full disc pad contact on the rotors. After starting the engine, I pumped the brake pedal about 6 times to seat the pads to the rotors and headed out to burn in the pads. I noticed right away that I had much better stopping power!

Before installing the new pads, I compared the new pads to the ones that did not have full contact with the rotors. The backing plate was the exact same, and the disc pads, in all visual respects, appeared to be same as the new pads.

Thanks to all that assisted in helping find the answer to my dilemma.
