2wd front axles spin together?

Atlas transfer case in 2 rear wheel drive.
tires pointed straight.
You can spin front shaft that goes into front diff, you can also spin independently the left and right front axle shafts. (all normal)

When I turn the steering wheel thought, you can still spin by hand the shaft into diff, but the left and right axles are connected and spin together vs independently?

When I am starting out slow and turn while driving, I am feeling this "binding" in my front end/steering wheel.

Assuming an issue in the front diff, or maybe a worn out axle ujoint???

Both warn hubs seem to be clean and work smoothly.

thoughts?
