My shackles make a heck of a lot of noise going over bumps. The shackles sound like something in the winch box rattling around. I've never seen the bumper move though and often mount a camera to the bull bar while off road. Doesn't seem to affect the video. One time SMB pulled the bumper and when they put it back for some reason one side was contacting the body under one of the headlights. Actually rubbed the paint off a bit. It was very noticeable noise wise. SMB straightened it out for me but the shackle noise continues today.

Fixing the shackle noise is simple: just purchase about 4’ of some paracord style stretch bungee cord, and a couple hook ends...I made it just long enough that one end attached under the front bumper then the cord goes through the bottom of the shackle and attaches back to the other end. Easy on and easy off - No more rattling! Been on there for about 3 or 4 years now, and it’s small enough you don’t even notice it.

And how I determined it was the shackles... in my case anyway. I guess the OP can do the same to troubleshoot the issue. I don't care if the shackles make noise anymore. Almost daily I drive by a pizza place with outdoor dining and when I hit those bumps the rattling makes everybody look my way

I have gone through and tried to tighten the bolts adn all were as tight as I could get them with a Breaker bar adnmy 220#. I will investigate the frame area and body mounts as well but it sure looks like the bumper is jigling when I hang my head out the window.

No need for breaker bar. A 1/2' drive regular ratchet and a wrench are sufficient. And if they are already tight then that is good enough. It means they are attached to the frame mounts pads solidly. Next is checking for cracks / play between the frame bumper mounting pads and the frame itself.

If you cannot move the bumper relative to the frame when you pull on it then the bumper is on tight and that is not the problem. I grabbed my bumper bar and pulled pushed side to side, up/down and front and back. There is absolutely no play. If yours is the same, then the problem is elsewhere.

If the bumper is truly moving noticeably relative to the body but is solid to the frame, then I would be inspecting the front body mounts. The only way you get movement between the body and the bumper (frame) is via the body mount bushings. Lift one corner of the van and you will see this movement. Lift opposite corners (diagonally) and you will see it quite a bit.

I would proceed as follows: Check the body mount bushings, the fender liners for looseness, the fender itself, hood latch(?), remove anything like D-shackles. Lift the front end equally and support via the frame. Check the shock mounts upper and lower. Check the springs to see if they are loose in their perches. Shake the wheels and steering components. Check the axle housings for any play, check the trailing arm mounts and bushings.

I have never noticed my front bumper moving around at all, and it's really heavy, made of steel and with a 9000lb winch, but............ I've added a couple 1.5in pieces of tubing that attaches to the roof gutters, runs down the windshield following the body line and then attaches to the brush guard part of the bumper. Since then I have noticed that it moves around a lot. I'm unsure what's moving, the body or the bumper, but it's clear there is play between the bumper and the body so what your seeing may be due to body mount flex.

Hey AT---I'm also not sure what's moving on your van BUT I'd carefully check the roof gutters for any signs that movement isn't causing issues up there.

Since the bumper/brush guard are frame mounted independently from the body there could be problems developing up top.

Out of curiosity what's their purpose?

Doesn’t the Agile off-road 4x4 conversation use a Dana 50 Twin-Traction Beam with coil springs? Ie there are no leaf spring shackles.
