Front sway bar - bolt into frame

I searched but couldn't find an answer so I thought I'd ask.....

The front sway bar bushings (the ones under the radiator - NOT on the axle) are held in place by a bolted clamp. It seems the bolts go into threads or a captive nut in the front frame horn.....Is this accurate? One of those threaded parts is stripped....I have an arb bumper on the front and am wondering if I remove the bumper...

Is the end of the frame horn open to allow access for putting a nut on the bolt? Bolt removed in photo - the bolt spins freely in this hole (ie the threads in the frame horn are stripped....)

Just tap it the next size up, then spray some good anti corrosion spray/grease/paint whatever over the top after its put back together.

Yes, there is access to put a nut on the bolt.
