quigley control arm orientation

my new to me quigley, an 03 with the round tube control arms, was under the knife for some front end work this weekend. I noticed that when up on jackstands with the front axle unweighted, it wouldn't droop very far before the upper control arm would contact its mount that was welded to the axle. There was some scarring on the control arm and the mount had deflected a bit from repeated contact.

My thought was that if the upper control arm was turned over, the bend in the arm facing down, the problem would be solved. At least until the axle had fallen much further from the frame. Which is correct? The bend in the arm facing up, or down? my vote is down but ive seen a number of pics on the interwebs that have the bend up

Top picture bend facing down is correct. Bend up is way, way wrong!
