What are you gonna tow with those? I'm not sure what they use for brackets either, but those kinds of hooks aren't particularly robust for towing. I wouldn't tow MY van with 'em. I've got a couple bolted to a plate that also holds my winch, but they're for pulling light stuff, not winching my van or towing it.
I'd consider the solution by your welding guy. Mine told me essentially the same thing, and showed me the consequences of a cheap bolt on. The fenders on some vehicles, like maybe your van, are bolted on to stay on, not to tow the van. That's why you put a hitch on the back. I'd see if the guy could do you a front hitch; they're fine for towing and useful for cargo and other stuff.
